The REAP Programme is Government of Uganda’s prime coordination framework for implementation of Public Financial Management reforms for the period June 2019 – June 2023. This phase of PFM reforms implementation is driven by the above PFM Reforms strategy.

REAP comes in a long line of reforms coordination phases over the past years – the most recent being the FINMAPIII (the 3rd Financial Management and Accountability Programme).

This form of arrangement allows for a basket funding mechanism that facilitates joint strategic planning and management of reforms by contributing partners, government inclusive. This echoes the spirit of the Paris Declaration on Aid Effectiveness (2005) formulated around five central pillars:  Ownership, Alignment, Harmonization, Managing for Results and Mutual Accountability.

Mission

To increase resource mobilization, improve planning and public investment management, and strengthen accountability for quality, effective and efficient service delivery
