The Resource Enhancement and Accountability Programme (REAP) is the Government of Uganda's response mechanism for implementation and coordination of Public Financial Management (PFM) reforms agenda in the period June 2019 up to June 2023. This new phase is building on previous reform phases and agenda over the years - the most outgoing phase having been FINMAPIII.

Our mission:

Our mission is to increase resource mobilisation, improve planning and public investment management, and strengthen accountability for quality, effective and efficient service delivery.

Over the years, the focus has kept changing in alignment with the prevailing reform strategy but one thing has remained consistent: a  focus on strengthening accountability policies, processes and systems for effective and efficient usage of public resources as a foundation for the delivery of services.

This is derived from the overall accountability sector strategic plan that is in pursuit of the overaching national development aspirations in the NDPII towards strengthened Governance (Transparency and accountability) and Public Finance.

Sustainable Development Goals (SDGs)

Overall, REAP objectives were adopted cognizant of global commitments and responsibilities detailed under Goal 16 and 17 of the SDGs to build effective, accountable and inclusive institutions at all levels and to strengthen the means of implementation for sustainable development.
